We will not only strictly control high-risk areas to ensure that people do not leave their homes, but also do our best to ensure adequate services to meet people's needs for basic living and medical treatment and medication. At the same time, we will provide guidance for those who are under lockdown and quarantine, increase care and help for the elderly, the infirm, the disabled, pregnant and other special groups, and solve the practical difficulties of the people.
We will step up efforts to inform and publicly expose all kinds of behavior that has been increased at various levels
At present, the epidemic is developing rapidly across the country with a wide range of areas. There is the risk of a scale rebound in some places, and some places are facing the most complex and severe situation in the three years since the fight against the epidemic.

Local party committees and governments must take territorial responsibility and strictly implement the unified national prevention and control policy. They must increase their reporting and public exposure of such acts as arbitrary closure of schools and classes, suspension of work and production, unauthorized blocking of traffic, arbitrary "silent" management, arbitrary sealing and control, prolonged unsealing and arbitrary suspension of medical treatment. Those who cause serious consequences should be held accountable in accordance with the law and regulations.
Special attention should be paid to the normalization, validity and safety of self-collected nucleic acid

From the practice of clinical medical treatment of the novel coronavirus pneumonia, three aspects of the population tend to be severe

Third, the unvaccinated population. Vaccination can effectively reduce the risk of severe illness and death. It is recommended that people without contraindications eligible for vaccination, especially the elderly, should be vaccinated as soon as possible, and those eligible for enhanced vaccination should be vaccinated as soon as possible.
How can individuals avoid the risk of infection during nucleic acid testing?
In the process of nucleic acid testing and sampling, individuals should wear masks properly, do not gather together, keep a distance of more than one meter from the people in front of and behind them, and consciously obey the instructions of the field staff. During the sampling process, wait until the person in front of you has left and the sampler completes hand disinfection before stepping forward. At the same time, the sampling personnel should not touch any items on the sampling table. After sampling, they should wear masks and leave the sampling site as soon as possible.
We will resolutely deal with the serious illegal acts of issuing false nucleic acid test reports in accordance with the law and regulations
For nucleic acid testing, the National Health Commission has always strictly controlled the admission and quality of testing qualifications, constantly optimized technical specifications, and focused on strengthening the supervision of testing institutions, including third-party testing institutions. Since the beginning of this year, health authorities in Beijing, Hefei, Anhui Province, Shijiazhuang, Hebei Province, Xuchang, Henan Province, Inner Mongolia and other places have found some violations of laws and regulations in the supervision of testing institutions, and have imposed serious penalties. Some illegal institutions and individuals have been investigated for criminal responsibility. In the next step, we will continue to strengthen supervision, and resolutely deal with the serious illegal behavior of issuing false test reports in accordance with laws and regulations.
How to manage co-residents of home quarantine personnel?
The co-residents or escorts of persons under home quarantine shall comply with the management requirements for medical observation under home quarantine.
First, strictly do not go out during the home quarantine period, refusing all visits; For those who need to go out for medical treatment or other reasons, they should apply to the community, arrange special personnel and cars after approval, do personal protection throughout the whole process, and implement closed-loop management.
Second, try not to enter the home quarantine personnel's room, avoid sharing sanitation or daily necessities. If you have any direct contact with or handle contaminants, you should protect yourself and clean and disinfect your hands in time.
Third, people with basic diseases and those at risk of severe illness, such as the elderly, should not be used as caregivers for those quarantined at home.
High-risk spillage patients should be reported to designated medical institutions or makeshift hospitals within 2 hours once they test positive during home quarantine
According to the provisions of the Article 20 optimization measures, the spill personnel in high risk areas shall be quarantined at home for 7 days, during which they shall be assigned code management and shall not go out. Nucleic acid tests should be conducted on the first, third, fifth, and seventh days of home quarantine. During the period of home isolation, the relevant personnel shall strictly implement the relevant requirements of home isolation management. Once a positive test is detected, the relevant personnel shall be reported in time and transferred to designated medical institutions or makeshift hospitals within 2 hours for isolation observation and treatment. Nucleic acid testing shall be carried out for the residents, and risk assessment shall be carried out to track and manage the relevant risk personnel.
The elderly and other vulnerable groups, who are prone to severe or critical illness or even death after contracting COVID-19, will benefit the most from vaccination
The number of people over the age of 60 who were vaccinated was 239.4 million, and 228.165 million were fully vaccinated, accounting for 90.68% and 86.42% of the elderly population, respectively. 181.511 million people were vaccinated, among whom 27.426 million were vaccinated over the age of 80. A total of 23.563,000 people were fully vaccinated, accounting for 76.6% and 65.8% of the population over 80 years old, respectively, and 14.456,000 people were immunized.

It is also hoped that the elderly friends, especially those over 80 years old, take the initiative to vaccinate and escort their personal health.
The elderly and tumor patients should be scientifically classified and treated
The elderly and tumor patients, especially those in the stage of tumor treatment, are high-risk groups prone to severe disease, so special attention should be paid to them in the process of medical treatment. First of all, for the elderly, we know that they often suffer from basic diseases, some of which are relatively serious, while others suffer from a variety of basic diseases. Once infected with the novel coronavirus, on the one hand, some basic diseases will worsen and they are easy to become severe. For patients in the tumor treatment stage, due to surgery or chemoradiotherapy, can lead to low immunity, so they are also at high risk of developing severe disease. We know that cancer treatment cannot be interrupted for patients at the stage of cancer treatment, and this is also the principle that we insist on time and again, that basic diseases and COVID-19 must be treated together. Therefore, in this case, it is necessary to scientifically classify and treat such infected people, properly make arrangements for medical treatment, actively treat underlying diseases, and ensure the health and safety of patients.
